The Ohio Revised Code grants rule-making authority to the Ohio Department of Mental Health & Addiction Services to adopt new rules, and amend or rescind current rules. Rules become part of the Ohio Administrative Code, and assist the Department of Mental Health & Addiction Services in executing its duty to carry out provisions of the Ohio Revised Code. Rules adopted by the Department establish standards for private psychiatric inpatient hospitals, community mental health agencies, community psychiatric forensic centers, client rights and grievance processes, construction assistance for community mental health facilities, pre-admission screening and resident review, fiscal administration, and operations management.
