Who we are and what we do

OhioMHAS Information Services is the technology arm of the 3rd largest cabinet level agency in the State of Ohio. We support more than 3,200 employees within 6 regional inpatient behavioral health hospitals, Ohio Pharmacy Services, and central office. We develop and support technology for several critical business solutions used by the agency as well as by county and local behavioral health care providers across the state.

Key functional areas of the OhioMHAS IT department include infrastructure, application development, program management, and end user experience. We manage several commercially based products as well as develop custom applications to support the states’ licensure, grants funding, and other business critical functions. We also maintain a close partnership with the Ohio Department of Administrative Services to ensure that state-driven initiatives are a part of our ongoing quest for uninterrupted service delivery and to incorporate state strategy into the OhioMHAS IT technology roadmap.

Our primary goal is to ensure system availability, and we work to ensure easy access to our tools and solutions. Central to our daily focus, is maintaining an awareness of the core guiding principles driven by OhioMHAS Director Lori Criss: ‘Collaborate & Contribute, Serve Compassionately, Be Accountable, and Deliver Quality.’

Strategic Plan

Our strategic roadmap includes supporting the agency’s goals through integrated business planning, maturing the current IT operating model designed to drive solutions to market quickly, and helping facilitate a data driven environment. We continue to identify opportunities that support remote workers as we recover from the COVID-19 crisis and implement strategies to boldly position ourselves for the future. Cybersecurity, cloud enablement, and clinical system modernization remain at the forefront of technology planning. Our focus on artificial intelligence and data analytics facilitates a foundation that positions the agency to manage information in a faster more efficient manner allowing staff to leverage more time on other critical aspects of their role and furthers the goal of a data driven philosophy.

One of our strategic initiatives is to deliver a new electronic health record (EHR) for the 6 behavioral health hospitals over the next two years. This effort will enable health records to be easily, securely shared with other health care delivery providers.

We are looking for leaders who are innovators, have a sense of urgency, and want to be a part of something bigger than themselves. Strong technical and business acumen are paramount to understanding the journey of our stakeholders. The PMO is considered “air traffic control” and responsible for oversight of all work products delivered from Information Services. Our department operating model focuses on understanding agency goals and objectives and delivery of strategic value. Our demand management process is essential to supporting a service delivery model from intake through decommission. Prioritization, budget, and strategic alignment determine our approach to address capacity vs demand. Within the PMO, our resource capacity to fulfill demand is managed and continuously monitored using our Project Portfolio Management Tool. The complexity of evaluating the project performance is reduced with the use of dashboard tools such as Tableau or Power BI. The tools allows for powerful insights into project performance, costs and resource demand.

Through our PMO, our team members utilize our established framework of project management processes, methods, tool, guidelines and standards for successful project delivery.

Key skillsets required:

  • Software Delivery Life Cycle
  • Understand the business drivers and requirements of projects
  • Development of project plans using waterfall, agile, and rapid application development methodologies

The MHAS Business Architect interprets and contextualizes strategy for operational needs, develops specific artifacts such as business capability maps and value streams to help bridge the gap between strategy and execution. Further they help streamline and rationalize the IT enablement process. The Business Architect works closely with the DBA’s and Application Developers for purposes of understanding and executing the right solutions for the business goals.

Key to this role is the creation and approval of solution designs and advising on complex work efforts across multiskilled teams. As a knowledge leader, you’ll build roadmaps to get us where we’re going, research and recommend new technologies to adopt and define a framework of standards to ensure quality while minimizing risk. The role encompasses a wide variety of responsibilities ranging from hands-on technical work to in-depth business process analysis. One moment you could be helping a developer troubleshoot a server error and the next you’re helping author the IT requirements for a federal grant application. There’s never a dull moment.

We are primarily a Microsoft shop focusing on the .NET development stack and a service-oriented architecture. We also have a blend of in-house technologies including legacy mainframe systems to robotics process automation. We’ve adopted an agile development methodology that continues to evolve. We’ve just begun modernizing our development environment by moving to Azure, migrating to .NET Core and Blazor, automating our front-end tests, and incorporating more low-code development tools that integrate with the state’s enterprise systems, such as ServiceNow and MS Teams. We’re also transitioning to a more data-driven organization.

The Business Relationship Management function is key to understanding strategy, customer priorities and planned journey’s using technology. We focus on areas that understand customer goals and business drivers needed to reach the ideal state. We work closely with the Project Management Office to define “as is” processes while working with our customer to design new and innovative IT solutions that align with their business goals. We also push the boundaries of innovation by researching new technologies to integrate into our agency. This area of IT is often the starting point of many technological initiatives, keeping our customer focus front and center, and truly functioning as a strategic business partner in solutions management.

MHAS: The Infrastructure Team

The Ohio Mental Health and Addiction Services IT infrastructure team is responsible for the network, servers, laptops, and all the components needed to provide the foundation for our agency’s critical services. We support 6 regional hospitals, the Ohio Pharmacy Services, and corporate services.

IT Infrastructure serves as the backbone for all business systems solutions as well as wireless capabilities throughout the enterprise. It is an enabler of functionality, efficiency, and progress. Infrastructure spans many different technology stacks and disciplines. As a team it is our responsibility to ensure that these different technologies are well integrated and supported. Infrastructure facilitates the flow of information connecting the colleagues and ultimately enables the delivery of critical services to many communities.

The areas of expertise required in infrastructure spans datacenter technologies, cloud services, colleague access and collaboration, mobile phone, voice over IP, and many, many more.

Key skillsets required:

In my role I help find the best products and solutions to help benefit the agency, hospitals, and all our team members. I like that we are encouraged to find new ways to make things better. I work in a group that is more like a family, we spend a lot of time brainstorming to come up with solutions to various issues that come up day to day. One of the biggest reasons why I'm at MHAS is the fact that we are doing something to help those who struggle with addiction or struggling with mental health problems. At the end of the day, we do what we do at MHAS because it matters.

The Ohio Mental Health and Addiction Services Help Desk serves as the first line of defense for customers requiring assistance with technology related needs. We support 6 regional hospitals, Ohio Pharmacy Services, 50+ boards and over 400 community providers. Our goal is to quickly assess customer needs and determine the best approach to resolution. We believe in establishing strong relationships and work to maintain a high level of confidence within our customer base. Empathy, great communication skills and the desire to understand the big picture of technology offerings are essential to being successful in this role.

The Data and Analytics team develops, maintains and supports the databases for the agency. The DBA is a critical part of the technical and project management teams responsible for ensuring user needs are met through the development and deployment of software solutions. Our applications are built primarily on SQL and used daily by our 6 regional hospitals, Ohio Pharmacy Services, 50+ boards and over 2000 community mental health and addiction services providers. When developing applications, our goal is to work with our business partners to design, code, test and deploy new applications. This team works closely with the business architect to design databases and data models.

Database Administrator

MHAS DBA’s make sure that data analysts and consumers can easily use data models to find needed information for reports, dashboards, research and analysis. Key to this role is to ensure systems are healthy and operating optimally. DBAs are also responsible for working with business requirements analysts, application developers and data analysts to develop databases that align with our business goals.

Data Analyst

The Data Analytics role is vital to our director’s vision of creating a data-driven organization. They are responsible for building traditional reporting as well as leveraging their skills to create analytical and predictive algorithms. They also work closely with DBA’s, architects, customers, and Quality, Planning, and Research to model data to support forecasting and to guide business activity.

Key skillsets required:

DBA

  • Strong command of SQL and SQL server tools (SSMS, SSIS, SSRS)
  • Installation, configuration, securing, and tuning of SQL servers
  • Optimizing database and SQL script performance
  • Create and maintain IT artifacts such as data dictionaries, and database policies

From my experience here at MHAS, I believe to be successful you need patience, meticulous attention to detail, a logical approach to work, ability to prioritize, and good problem-solving skills. As a member of the infrastructure team my role requires that I can work across many of these areas. At any given moment I could be engaged with the network, a cutting-edge voice over IP solution, critical Hospital applications, mobile devices, or any number of applications. I have the pleasure of working with project teams in building and deploying infrastructure services and, like the others on the team, I respond to incidents when they occur. When I see opportunities to improve our services, either by adding features or improving security, I am enabled to explore those avenues. The Application developer is a critical part of technical and/or project management teams responsible for ensuring user needs are met through the deployment and updates of software. Our applications are used daily by our 6 regional hospitals, Ohio Pharmacy Services, 50+ boards and over 2000 community mental health and addiction services providers. When developing applications, our goal is to work with our business partners to design, code, test and deploy new applications.

Key skillsets required: 

  • Works with business area personnel to assure requirement(s) are thoroughly defined and approved
  • Performs impact analyses to identify system interdependencies
  • Works with IT staff to design and develop solutions using .Net framework
  • Ability to perform code reviews, training and mentoring of lower level programmers, coordinating development, testing and deployment for projects
