House Bill 59 Statutory and Rule Changes to Hospital Exemption
The Ohio Department of Medicaid (ODM) is in the process of amending Ohio Administrative Code (OAC) rules pertaining to the Pre-Admission Screening and Resident Review (PASRR) process in order to modify the hospital exemption policy. The changes to the hospital exemption policy are required in order to implement statutory changes made by Am. Sub. HB 59, which became effective September 29, 2013. Section 5119.40 of the Revised Code requires that a Pre-Admission Screening (PAS) be completed for certain individuals who have had a stay in a hospital or unit as licensed or operated by OhioMHAS. These individuals previously were eligible for a hospital exemption from this process. Information related to these changes is contained in the Long-Term Care Services and Supports Transmittal Letter (LTCSSTL) 13-08.
OhioMHAS is also in the process of reviewing and amending its Ohio Administrative Code rules and operational policies and procedures related to PASRR to accommodate these changes.
